  1. Prep the potatoes: Peel and grate the potatoes, then squeeze out excess moisture.
  2. Mix the ingredients: In a bowl, combine the grated potatoes with flour, green onions, egg (if using), salt, and pepper.
  3. Heat the oil: Heat vegetable oil in a frying pan over medium heat.
  4. Spoon the mixture into the pan: Flatten it to form pancakes about 1/2-inch thick.
  5. Fry to perfection: Fry until golden brown on both sides, about 3-4 minutes per side.
  6. Drain and serve hot: Drain on paper towels and serve hot.
